To turn Skype notifications on or off...
on Android: Tap the menu icon (three vertical lines), tap Settings > Notifications, then tap Notifications to turn them on or off.
on iOS: From the home screen, tap Settings (gear icon) > Notifications, then tap Allow Notifications to turn them on or off.
on Mac: Go to Skype > Preferences > Notifications, then check or uncheck all the listed notification types.
on Skype for Windows 10: Select Settings (gear icon), under Notification Settings, tap to turn each type on or off.
on Web: Select Settings (gear icon).
on Windows desktop: Select Tools > Options > Notifications, then check or uncheck Enable Skype for Windows desktop notifications.
Yes, you can control which events you receive alerts for. Not all notification settings are available to change on all platforms. You’ll need to sign in to Skype on Windows desktop or Mac to change some of these but once changed, they will sync and persist across any other device.

There could be a few reasons why you might not be receiving notifications. Try these things:
Notifications will stop when you sign out. Make sure you’re connected to the internet and signed in.
Verify that notifications are still turned on.
Make sure you’re using the latest version of Skype.
On a mobile device? If you’re still not receiving notifications after verifying they’re turned on and making sure you’re using the latest version of Skype:
If you’re still not receiving notifications from specific contacts after verifying they’re turned on and making sure you’re using the latest version of Skype it means that the sender is using an outdated version. Ask them to update to the latest version of Skype.
If you close the Skype app without signing out first, you might still receive notifications. If you want to stop these notifications, you can either disable them from your Settings or sign out before you close the app.
