The following questions and answers will help you add new contacts to your contact list and manage the contacts you have.
The contact will appear offline in your contact list until they accept your request. After that, you will be able to see their status, call them Skype-to-Skype and instant message them.

To add a phone number to your contact list:

You can block a contact to prevent them from contacting you. If you block a contact, they will no longer be able to call you Skype-to-Skype, instant message you or see when you are online.

To unblock a contact, follow these steps again. If a contact has been blocked, then Block will be replaced by Unblock.
Deleting a contact will remove them from your contact list. To do this:
Deleting a contact won’t prevent them from contacting you entirely. To make sure you receive no further contact from them through Skype, you can also block them.
