If you want to transfer contacts between two Skype accounts, you can simply send them from one account to another using Skype for Windows desktop, Mac or Linux.
Currently, it’s not possible to send contacts to or receive contacts from another account when you use Skype for Windows 8 or Skype for mobiles and tablets.

Skype for Mac and Skype for Linux
If you’re using Skype for Mac or Skype for Linux, you will need to use two computers to transfer contacts between two accounts.
The contacts are then added to the contact list of this Skype account, but you will see a pending contact request status icon displayed next to their name until they accept your contact request. Once they accept it, you can see when they are online, and instant message or call them from this account.
It is not possible to send Facebook contacts from your Skype account to another one, but you can see and instant message them from any Skype account when you connect to your Facebook account.
